Two commercial developments are being considered for the corner of Bozeman Road and Gluckstadt Road. This corner will be developed — the question is which plan benefits the community in the most impactful way.
Important Note for Belle Terre residents: The Kroger option (Option 1) requires Belle Terre homeowners to approve one change: raising the building-size limit for the grocery store, currently capped in the neighborhood's restrictions. It takes 55% of homeowners signing in favor to pass.
For transparency, only votes submitted for these two options count — not signing counts against Option 1, effectively the same as a vote for the mixed-use commercial development (Option 2).

The Overview:
Rezoned for commercial
The property has carried a C-2 commercial designation since 2015. The City of Gluckstadt confirms the parcel is zoned for commercial use. The property will be developed commercially, it is just a matter of which option is best for the community. There is no option for it to remain undeveloped.
Supermarket allowed
A stand-alone supermarket up to 30,000 square feet is a permitted use in the Declaration of Restrictions, filed by representatives of the Belle Terre residents in 2015.
The Kroger-anchored development requires a restriction lifted by Belle Terre residents
The restrictions above require that 55% of Belle Terre residents approve the supermarket size increase from 30,000 square feet to ~87,000 square feet. This size increase affects the grocer unit, exclusively.

OPTION 1: Kroger-anchored development
A national grocery anchor — the top supermarket in the nation as a full-service, ~87,000 sf store, built to a consistent standard rather than a tenant mix that turns over year to year.
24 acres protected forever — roughly 24 acres permanently dedicated to the City of Gluckstadt as green space, shielded from any future commercial development.
A compact footprint — the entire development sits on just ~16 of the ~40 acres, leaving the majority of the land undeveloped.
One cohesive design — a single, well-planned destination for the Gluckstadt and Madison communities, not a piecemeal strip of separate buildings.
Long-term stability — an established national grocer committed to the site, rather than a rotating lineup of tenants that changes over time.
OPTION 2: Mixed-use development
The full ~40 acres developed — the land would be sold as a multi-mixed-use development of over ~100,000 square feet and built across the entire parcel, with no portion set aside as green space.
No neighborhood approval needed — every use is already permitted under the Declaration of Restrictions, so the developer can proceed without any amendment or vote.
20+ separate tenants — a mix of retailers, restaurants, and service businesses rather than a single anchor.
A rotating tenant mix — the lineup is chosen by the developer and can change over time as businesses come and go.

If you’re a Belle Terre homeowner, the next step is to make your vote official.
Approval for Option 1 requires a set share (55%) of Belle Terre homeowners to sign in agreement of lifting the restriction, and only signed agreements are counted toward that total.
It's worth knowing that an unsigned household isn't recorded as neutral — because approval depends on reaching that threshold, not signing has the same practical effect on the outcome as a vote for Option 2.
